So what if a character can win multiple times in a row? Doesn't that just show how much we think of that character? I want to see who the Exodus thinks is the scariest character! Not see who COULD have been if we had allowed that character to take part. This isn't a game, so a handicap isn't necessary. It's a vote. To paraphrase V101: "blood +++++++++" At least cause I think we're on the same side here, which is trying not to impose any far-reaching regulations. SV also gets +++++s for actually nominating someone (it's spelled Giguere, and yeah, he's a freaky dude). Let's see some more o' that!!

I'd like to nominate the following: Rhometer: He might not be quite standard horror, but whatwith his anatomy that only seems to appear human, and his lack of care about what he does to people, there is a buttload of implied Lovecraftian horror inherent in him.
George Buckland: He's gotta get some points for his sheer ruthlessness. He's got no malice to his destruction, but as shown in Shattered and Ghosts and Rust, he's got no compassion whatsoever, either. He does what he wants, which I doubt is strong enough to carry him to the top ten, but he deserves mention.
Nopcsa: Now, this is an odd one. He's not physically threatening at all, but he's got something the others don't. He knows everything about you. Any secrets you have that you don't want to surface? Any fears that you've choked down and hidden, deep inside yourself? Any vulnerabilities in your psyche? He can prey upon all of those, and furthermore, has shown that he actually enjoys doing so. While it might not be the carnage that Mandelbrot or Lucas or Shouta unleash, Nopcsa is equally capable of ruining your life.
The terrifying thing? When Nopcsa destroys your life, you're still alive.
I was going to nominate Giguere and Shouta (I'd figured we'd go for scariest, even before seeing this, and was even going to beg Biscuit had he not chosen it), but people beat me to that punch.

Cobra can go up there, too, because he has no redeeming qualities.

It's pretty obvious from anyone that read the Hadley post what his power is but I guess I'll clarify it here for everyone to see.
Anything drawn upon his body he can bring out into the physical realm. The more permanent the drawing, the longer it can stay physical, so tattoos can stick around for a very long time but markers and pens are much more fleeting. Another thing is that the less detailed a drawing is, the more room for modification when made physical but also less time as physical. Basically, he could draw a vague knife/sword on his hand and pull out a bowie knife, a katana, a claymore, etc. but it might only last a couple of minutes.
He has intimate connection with his constructs since they're basically a part of his body. So that black widow crawling around Giguere's mansion lets him see everything that it sees.
I'll leave it to you to imagine what he has drawn under his clothes.
