OOC: This is the setting for APCARP RP. Basically, take the everyday world, and stick this in there along with it. If you have any questions, ask. (This topic is not an RP.)
BIC: Powers, as Superbeings are known, have been in the world for years and years. However, coming into the thirties, the government started cracking down on these people, trying to bring them all under the collective control of a joint British/French/US organization, the Atlantic Powers Control and Regulation Project, or APCARP. This organization specialized in the control and propagandizing of the masses, keeping all super powers under wraps, even using comic books and other aspects of the media to discourage the idea of a public superhero from really existing. Soon, however, other nations with groups of Powers at their command rose up, and posed a threat. When war came, Powers were sent in as elite secret troops, capable of demolishing entire armies.
After WW2, the government started to monopolize Powers even further, trying to snatch up anybody with a slight extra edge over the normal people. A power even as slight as an additional functioning arm was enough to get them sent off to government training. This increased security has continued to the present day, where all truly special individuals are herded into government run training camps.
When a person with potential powers is noted, they are put under observation. If they show any more signs of powers, they are met by people from APCARP. These people will confront them with three options. They can join APCARP, suppress their powers, or become a fugitive of APCARP. The choices branch off at this point.
-If somebody joins APCARP, they are instantly teleported to APCARP Headquarters. Though it never is stated where it is located, it is assumed that the building is underground in some isolated location. Extensive levels of shielding protect the building from people with extrasensory abilities and supersenses, and all comings and goings are handled by Powers who are experienced in teleportation. (APCARP does have unconcealed training facilities for powers who are more normal in appearance and ability. These facilities generally are not touted as APCARP facilities, but rather simply government locations for the training of elite soldiers.)
They soon are taken to an indoctrination meeting, where they are asked to demonstrate their powers. Individuals from various government organizations are present, as well as people from “Squads” of powers. The governments get first pick, then the squads make appeals to remaining powers. Powers may decide to simply not join a squad, or to form a squad with other new recruits.
