Okay, so Prime's topic got me thinking: We aren't much for hard numbers here. Probably has to do with the number of English majors around or something like that. But if the people want a power levels topic, a power levels topic they shall get!
Characters will be rated on four attributes. It still isn't a perfect thing, and still goes mostly on "Can destroy this, can survive this", but hopefully this works a bit better than just outright ranking people.
Offense: How much damage the character could reasonably deal. Not with one attack, but just overall attacking. -- Incapable of harming others - Wimpy. Not capable of injuring another person/item to the same degree an average person could 0 Even with an average human being. * Even with a human with a melee weapon. ** Even with an armed and trained human. *** Even with a small group of armed men. **** Even with a large band of armed men. (Think a full SWAT team, or a group of soldiers.) ***** Even with a group using vehicle mounted weaponry (a tank or such.) ****** Building-wrecking, City-Block wrecking ******* City Wrecking (Early atomic weapons) ******** Regional Destruction ********* Continental Destruction ********** Planet Busting
Defense: How much this character could survive, and still be "Functional." In other words, if they survive it, and are barely clinging to life, that's too high. If they can stand up and walk around a bit, that's the level. Remember, factor evasion into this. (Basically just use the levels from above, but inflicted on your character)
Versatility: The character can solve problems. Be it through application of force, creating items, using magic, or so forth. -- Can't solve problems. Incapable of doing anything beyond a single task or purpose. - Not a good problem solver. 0 Even with the average person. * Even with a determined person with some knowledge. ** Even with a well-studied person. *** Even with a person with a variety of experiences and equipment (Jamie Hyneman) **** Even with a task-force selected for the job, with appropriate equipment for the problem. (MacGyver) ***** Even with a city-wide effort to solve an issue ****** Even with a country-wide effort to solve an issue ******** Even with a worldwide effort to solve an issue. ********* Capable of solving almost any problem brought to them, veritable deity ********** Essentially omnipotent
Tactics: The capacity of the character to think strategically, to plan and control groups to get things done. -- Incapable of independent thought - Poor planner, bad at tactics 0 Even with the average person * Good planner. Charismatic. Better than even chance at winning chess. ** Sharp, well trained mind. Military planner, good leadership. *** Expert at tactics. Capable of thinking quite a few steps ahead. **** Genius. Capable of planning on a level normal humans couldn't comprehend. ***** Brilliant even among the brightest minds. Could plan multiple things on an in-depth level at once. ****** Superhuman levels of skill. Capable of winning against almost impossible odds, and pushing their army beyond feasible limits. ******* Could lead a world-conquest and succeed with less-than-major forces. ******** Could direct an interplanetary civilization almost flawlessly. ********* Almost invincible leader. Could only lose via deus ex machina or other unforseeable events. ********** Could lead any force into any conflict, and win.
So, in summary: O: Can do this much damage D: Can handle this much damage V: Can solve this many problems T: Can lead this many forces
See below for the list.

As always, I think the scales are skewed disproportionately toward higher levels, causing normal humans to get unreasonably low ratings even in Tactics and Versatility. But I'll never not think that, it seems. I do like this rating system.

I'm kind of questioning Rie's placement in terms of defense. I know she's got the offensive power of a small group of armed, trained doods. But, she's either got a bajillion defense, or she can take about two bullets or some blunt trauma.

Rance West: O:** D:** V:**** T:** to ***
Chris Truman: O:** D:** V:** T: o to *
Kyle Castellani: O:o D:o V:* T: - to 0
Bartender ain't gonna help nobody.
EDIT: Messed up on Rance. He's smart, but taint no genius. EDIT2: I have trouble seeing how many stars are on these cats. Bumped Rance's offense/defense down a star. So according to this, he's the same as Chris on the physical side though I'd say Rance would have the upper hand in a fight. I'm inclined to agree with powhaytoe on the whole power thing. I guess just because two characters' stats are the same, doesn't mean they're automatically a tie.

Huh... Is Shouta a power in any way, carrying ridiculous ordinance, or does he just carry a large band of armed men? As for the scale, yeah, I know that it tilts a little hard towards the far end. I was hoping to get a sort of quadratic thing going with it, so we could get more detail at the close end. But a rating scale that is in effect five states (-, 0, *, **, ***) for ordinary humans is a wee bit blocky. Finally, Choobs, I'd say she's about a 5. She's not exactly ROBUST, but she's good enough at doing her phasing bit that she can handle most threats up to that point. Which in retrospect makes her match with Eragon a bit more intriguing, since it's not often we get a "Tank" match. (I'd say the vast majority of RP characters slant towards offensive might.)

I must say, looking over these listings, I'm very pleased. The sheer spread is fantastic. It's not like the Snitz where it was "Midlevel, God level, or GTFO." or the early Exodus where it seemed that there was only low level topics and upper-high level topics.
We've got great integration. RPs have had God/Upper High-level characters and Human levels side by side, and still came out well in the end (Triannual, Summoner Style) The fact that things are starting to mesh so well really is a testament to the developement of us all as cooperative writers.

Valon:
O: ********** D: Honestly depends on the situation but if I had to rank it I would say "*******" V: **** T: *****
I see it this way. Valon is like a massive bomb. He can take out everything but if hit with to much he's going to go off, and the damage done to said bomb doesn't have to be as great as he can put out.
He's not fantastic at solving situations for himself, but as a King he doesn't let that set him back. As for tactical knowledge, Valon has always been a military leader at heart and as such uses everything he has in his plans.
Enough of my rambling.

Shouta's connections help, but I was also just thinking about how batshit insane he is (or will be shown to be) in combat. He likes making bullets fly faster than he can think. And that's pretty fast.

Thoughts occure at roughly 314 mile per hour. Bullets break the sound barrier, 800+ mph at sea level.
Thoughts only occure so incredably rapidly because of the extremely minute space in which they occure. Your nervous system, same principle, takes a little longer due to the distance needed to be traveled. Ever watch a slow motion clip? People react to pain a good bit after receiving the damage. They'll stand there, perfectly normal, for microseconds after being hit. Enough time for the projectile to leave the vicinity of the impact, whether it be fist, pelled, ball, or bullet. Assuming the bullet bounces.
EDIT - Also I'd like to state to Lee, I liked my power level idea better. It gives an actual accurate measurement of destructive force.

I had read Pohatu's post as "Firing the bullets themselves faster than he could think about it."
You know, in other words, pulling the trigger so quick that he didn't actually consciously think about it beyond "GUN."
Or, more likely with Shouta: "FUN."
But yeah. That was my take on it. "See if I can fire my gun manually with so much speed that I couldn't count the shots fired."

Ah, ok, muscle memory firing. That is entirely possible. I swing a sword the same way basically. Sept I generally think nothing and spend more time looking for opening.

I'm terrible at judging my own characters' power levels. The only one I can say for sure would be Antonio:
O: * (Potentially higher 'cause of his cards) D: *** (Due to defensive cards and illusions. Without those, he'd be nil) V: *** (Devious and tricky ;D and a talented thief) T: ** (See above. they kinda get lumped together due to the nature of his power and weapon choice)
If you guys wanna suggest anything for Yoshi, go nuts.

Okay, I've updated the listings. Note to Staff: Please don't edit in your own info unless you follow the pattern of "Alphabetical Order, Remove almost all extraneous data"
Blaise: O:**** D:***** V:***** T:**
Nopcsa: O:* D:**** V:*** T:* (**** when mindreading)
Dace: (lulz) O: - (** with party) D: 0 (* with party) V: ** (*** with party) T: **
Basilisk O:******* D:******** V:*** T:**
Pablo: O:***** D:***** V:**** T:******
Garth: O:****** D:** V:** T:0
As for a guess on Yoshimitsu, I'd say: O:******* D:******** V:******* T:***
I tend to skew things low and towards defense though.

Well, one does have to recall the sort of versatility Yoshimitsu has, powerwise. I'd say other than speed, it's his strongest point. After all, he's: -Turned massive ammounts of water into sand, creating a beach and stranding a sea monster -Created a walkway of ice for others to cross a body of water on -Healed people by controlling the elements that compose their physiology -Created barriers of flame to resolve a standoff
etc. etc. etc.
But yeah. As for Power levels, he may be the hardest character to peg, since he fluctuates pretty hardcore. Off the top of my head: Low Mid level: The Cat's Meow, LTR Upper Mid level, Possibly High: Summoner Style, When We Are Black Upper High Level, Bordering on Godlike: Seagod
So, it could be said that his power really, really fluctuates depending on the RP. Some things move at the speed of plot. Yoshimitsu fights at the power of plot.
Note: Zebedee, too, fluctuates, but he's more controlled by Plot-Induced Stupidity and limiting flaws than any other factor. I mean, he could go all out in any topic he's in, but he's typically conscious enough of the flaws in that to avoid doing such. Suicidal powers are self balancing, usually.

I was counting versatility as a product of intelligence, not power. Yoshi is versatile as a character because he has more innate tools than other characters. But it doesn't take a lot of applied thought to use those tools. They are ideas that occure naturally when you have the tools.
