All of the above, actually. There's already hints of darkness in Emet from Nopcsa picking her mind and noticing it completely sharded. Julia's hypnotized herself to partition off the parts of her mind that power trips over manipulating/hurting people as well as some masochistic tendencies. She lets the positive manipulation out, though, since basically her job as a therapist is to massage her clients' brains until they don't want to kill themselves. Over time, working at Saeptum has given her a distaste for Powers specifically since they cause so much damage to her clients, and she wants them to feel what it's like to be at the mercy of a more powerful whim. That all gets locked up, but something in Emet does let it out, or at least that was one of the original ideas I had. Something along the lines of killing Charlie triggering some kind of bloodlust, idk, I can't remember. The Mandelbrot magic does have some kind of mind of its own, though I'm not entirely sure about its nature. It is not the main driver of Julia's enjoyment of murderization, and the Masquerade personality was kept around because Julia does have some thrill seeking tendencies. Also Masquerade was introduced as a smokescreen. Scene 2 ends specifically with Mandelbrot turning back into Julia and loving the stabz. ¯\_(ツ)_/¯

Stupid question: Do we actually want to work Felix into any of the backfill threads at all? Because I honestly think he could do some good work somewhere in there, though I'm not sure where yet.

It was just intended as a silly cameo to poke fun at Ishkabibble's overstuffed cast (and also put Elliot on the record forever as an Ish participant), but since El beefed it up with a rather more serious angle, there's certainly potential there if he's interested later on.

Observation! The knife could be dealt with now, but Rie knowing her face, and thus Saeptum knowing her little secret, would be an issue for the future. Canonically, OT takes place post-Ish but Julia is still on Saeptum's payroll.

Or maybe the whole reason why Mandelbromanesco was in Ecruteak wasn't just to murder Terrian, but also use him to duplicate the mask by slipping it into his pocket during the restaurant fight. She then goes to Saeptum, turns in the mask, and tells them that it forcibly took possession of her and forced her into her actions during Ishkabibble. They lock it up, put Julia under supervision for a few months to make sure she's okay, and she has carte-blanche and an airtight alibi for any further crimes she perpetrates as Mandelbrot.
("Oh, there was another sighting? Well, the mask I found is still in the vault, and never left. You're quite welcome to check. It must be that somebody out there is producing more of them.")
Or for that matter, she could claim that Rie was Mandelbrot, or one of the gangsters that died, or... If she has a spare mask to hand in, the foundation would be unlikely to ask questions. Especially if they're told Julia incurred her wounds in the process of taking the mask from Rie, who was "under its influence", and the only other witness is Nopnop, who is affiliated with literally the Saeptum Foundation's greatest enemies and may have had a hand in the mask turning up (I don't know if it's in Giguere's stuff, or if Julia made it herself, or if she got it out of Saeptum storage)

Bonus plot hook: Terrian produces more than one duplicate after Julia slips the mask into his pocket (presumably while pulling him out of the way of getting gutted by Lucas or the like). There is now possibly multiple Mandelbrot masks on the loose, in one of the most crime riddled cities in the Archipelago.

back to how Julia gets away, I don't think she could in good conscious release a bunch of duplicates of the mask on an unsuspecting city. She may enjoy killing unsavory types, but she wouldn't condemn a whole city, otherwise she's no better than the Powers she hunts.
Turning over the mask in general is kind of problematic because they have a specialist in fractal magic under employ: Barclay Edward Trent. It's the same branch of magic, though idk why Barclay is just an asshole, but Mandelbrot is scary. Or maybe it's not the same branch of magic and the mask was just in Giguere's stuff.
