I've been turning this over in my head and I'm sure it would work. Help me out, guys.
0. The Fool: Rhometer (childlike innocence, naivety and nonchalance, with a rarely-broken stream of good luck) 1. The Magician: ???? (Not sure. A lot of candidates here.) 2. The High Priestess: ???? (Someone steeped in arcane knowledge. Ysane?) 3. The Empress: Emily (maternal qualities - caring, generous, patient, affectionate) 4. The Emperor: Valon (power, dominance, masculinity, and it helps that he's an actual monarch) 5. The Hierophant: Zebedee (simple, pragmatic knowledge from a distance; connections to divinity) 6. The Lovers: ???? (Rick & Mia? How many other couples not involving characters claimed elsewhere have we got?) 7. The Chariot: Prime (thirst for travel and conquest; the desire to win at any cost) 8. Strength: Natalie (passion, courage, a sense of honor) 9. The Hermit: ???? (Almost certainly Ender or Rie. Would depend on how they get cast elsewhere) 10. The Wheel of Fortune: ???? (Nothing but positive connotations here - abundance, happiness, luck. One of Kevin's? They're a pretty sunny bunch) 11. Justice: Sly (the arbiter; cold, clear logic; adjustment and refinement) 12. The Hanged Man: Terrian (intuition gained through suspension, uncertainty, vulnerability and inevitable misfortune) 13. Death: Death (Gee whiz, sure hope no one thinks I'm takin' the easy way out on this one.) 14. Temperance: ???? (not a clue. Who in ORP takes things in moderation?) 15. The Devil: ???? (It's got to be someone pretty nasty. George maybe.) 16. The Tower: Blaise (the rude awakening; the collapse of established behaviors and beliefs) 17. The Star: ???? (Someone serene and gracious. Healing powers would be a plus.) 18. The Moon: Narcissa Iago Zaghetti (at least that's what I want her to be: a primal, raving, burning genius) 19. The Sun: ???? (Tough call. Very tough. I got nothing.) 20. Judgment: ???? (Who's gone through the whole death-resurrection shebang? Let's see a show of hands.) 21. The World: ???? (Again, I've got nothing.)

Temperance might be Thyra. Maybe. She's a lot more balanced in ORP than PRP, where's she's a bit of a nut. (Actually, all of my ORP characters that are IN PRP are much darker there. Huh.)
Wait. No. Temperance should be HECTOR.
George... hmmm... I'm not familiar with Tarot connotations. If Devil means a subtle evil, than it could work. If it's all about rampant destruction, it's more Lucas.
Emily would be The Sun, not the Empress. Kara would be the Empress.
To be more serious, Judgement would very possibly be Hector. His life's been a series of falling down and trying to redeem himself, not to mention that he's basically an evolved phoenix in the first place.
As for the World? I'd say probably Albatross. He accomplishes his goals, doesn't let anything get him down, and has managed to bypass and overcome every tragedy that's come at him with a greater measure of success and peace than most any other character of his age.
Hermit? Kuro, I'd think.
Magician is totally Yoshimitsu. Creativity, personal power, confidence, intiative? Yeahhh. I think he's our boy.
So, that's my take. A few stump me as well, which is saying something, since I'm even more encyclopedic.

Natalie... Is not a valid entry for Strength, I think. []Self-control [X]Being solid []Patience []Compassion [X]Composure []Stability [X]Perseverence []Moderation []Kindness []Gentleness []Slowness []Softness []Serenity [X]Comprehension [X]Discipline [X]Inner strength
A much better choice would be Gideon, or Kuro, or Valon. Natalie and Ender, IMO, should be under the Lovers. That frees up Mia for the Star, which is best, since I can't think of any other serene healers. (Tsubota is the only other healer I can think of, and he's about as far from serene as...)
EDIT: AWESOME call on Zebedee. Nice job pegging him for his symbolic connection between divinity and humanity.

I think Zenith/Deviant may fit under Judgement, or The Devil if you aren't to specific about what specifically he has to destroy.
I think Terrian should go under the lovers though. He has trust issues, only loves himself, and he duplicates. Perfect. Lmao.

Yeah, Ender and Nat work as good candidates for the Lovers. End Game was basically the end of all the silliness.
I don't get how Ender or Rie are hermits, though. Maybe Rie, since she doesn't like people, but Ender is a people person. Rie's not really a life lesson, though.
Also, as for the Wheel of Fortune, wikipedia says it's more about crossroads, not being happy.
Julia might fit Temperance, but I haven't revealed Masquerade yet, so that's kinda moot.
Vieve might make a good Star. She's pretty flowy. She'd make a good Sun, too.
I would like Narcissa to be a raving lunatic of a Moon, too.

Lucas wouldn't be the Devil, by the way. The Devil's more about the cycle of temptation/obsession/stagnation than "rampant destruction" to use Lee's phrase. So I stand by George, or one of the other more subtle villains/shady guys (Fascere Order?), not good ol' Lucas.

Sly's done it more times than Bulbs can remember.
Ender's revived once, but he also permanently died. Rie died before she was even introduced.
Artifex is technically dead, as is John, but this is ORP.
As for Rie not being a "life lesson" i meant that the Hermit is supposed to be wise and full of "life lessons." Rie is a recluse, but otherwise has no helpful advice. She might fit Death because everything that she's cared for is gone.
After just browsing through the keywords, Rie kinda fits the Magician.
* Action — Consciousness — Concentration — Personal power * Practicality — Energy — Creativity — Movement * Precision — Conviction — Manipulation — Self confidence * Being objective — Focusing — Determination — Initiative
The only problem being, of course, that Rie hates magic.

George is so the Devil. I mean, c'mon. He's got a whole bunch of implied sexual hijinks with underlings, and manipulations, and the whole "Horned robe" deal. Y'know, guys?
Miko would actually be good for the Wheel of Fortune. Since he tends towards dramatic changes in station, and his status quo is very mutable. Lone Grunt Soldier->Summoner->Head Summoner with a Fiancé->Figure that Turned His Race into Pariahs->Man Campaigning for Equality and Redemption
Etc, etc.
And if you really need a high Priestess, Helen. She's not brilliant, but has common sense in spades, and is very understanding and kind.
Everything needs more SPS alliance.

Strength: Aquara (I just read up on it... considering that it's a lady gently but sternly reproaching a superpredator, I think Aquara manhandling a great white is in order. I dunno about slowness, but she's got softness to spare. Aquara classic was a bit of an adrenaline junky, but considering her recent writing, I'd say she's seemingly more controlled last I've seen.) 9. The Hermit: Kuro (Pretty much has to be, unless we'd rather... Rance?) 10. The Wheel of Fortune: Antonio or Tanner, maybe? Both tend to go for massive risky heists that risk their own necks to clean out a victim utterly. 11. Justice: Sly 12. The Hanged Man: Terrian 13. Death: Blackbird (Better a man with rampant death symbollism than death itself, no?) 14. Temperance: Thyra 15. The Devil: George 16. The Tower: Blaise 17. The Star: Mia 18. The Moon: Narcissa 19. Not sure how many times Slys been reincarnated, died, or jacked up his coffin. But Prime now has so many past lives and confused memory issues and alternate incarnations that it's hard to keep track of them anymore. Also I don't think he fits the Chariot. He doesn't really have an urge for conquest, just a good fight. And he doesn't have an urge to win at any cost either, that implies being self destructive. Thats more... Zebedee.

Mm, that's true. Prime's changed a lot since this topic, and now seems to be much more "Live and let live" these days.
Maybe he'd be better as the "Wheel of Fortune" since it symbolizes change, opportunity, cycles, and approachability? Those all are pretty core to Prime.
