Moving this to RP Discussion because it is a discussion about evil topics, or that is what the OP has led me to believe. Will edit in my characters right after the move.There are two ways that I think this topic was supposed to go. One way is a simple compendium of the evil characters of the exy. The other way is a discussion of each other's evil characters and even perhaps what makes a good villain...? I'll cover both bases by posting links to bios and giving a short blurb. Cobra - One of my least interesting villains. As most know, he was just created as a violent rival to Ender. I don't even know what he's like when he's not trying to fuck with the guy. Ysane Tranquility - I was going for less straight up evil and more villainous if that makes any sense. Mandelbrot - Mandelbrot was more of an experiment with a methodical serial killer mindset rather than a chaotic evil mindset. Also I liked its character design and the idea of a Power hunter. It provides a lot more motivation and conflict. I rather like it so far. Artifex - A villain that was originally to give Johnathan a reason to exist, Artifex managed to pick up a pretentious personality of his own and ended up having more character than his counterpart. I'm probably totally thread jacking this by throwing out the question of "What makes a good villain?" If it angers the OP, then i'll strikethrough all of this later. I ask this because I think I have the most evil characters on my permanent roster, and I only have 4 of them, not counting any of my morally ambiguous characters as actual villains. This usually just reduces most topics to fighting some NPC made specifically for one topic. Anyways, to illustrate my personal opinion of a good villain, I'll just point out two good ones from Exy in my eyes: Artifex and Tanner. The major quality that they both have is the fact that other characters have interacted with them without being openly hostile and physical. Artifex's first topic involved him seeking out some stuff, people joined in like it was a normal quest, they all fought on the same side, and it was good times. Tanner's first topic was the beloved Luxury Airship Ride, and we saw less villainy from him than from Rie. He stole a couple hundred from some rich person; Rie killed a flight attendant. There is something fundamentally wrong or at least off about both these characters, but you don't really feel hate for them. Another great example I'd like to cite is Ledger's Joker. Probably the best villain I have seen portrayed in a movie. He's clearly not a good guy. But for some reason he's absolutely fascinating. I think this comes from the insights into his craziness: the way he has full on conversations with people, his zany antics, and his motivation behind it all (instead of wanting power, he just wants to show everyone how silly they are). Maybe I'm wrong though. Alex's Giovanni had one of the biggest arcs in RP, and that guy was just a plain asshole. I came around his decline, but I don't remember him ever having a conversation with anyone that didn't end in someone dying.

Anyways, since Choobeh has arbitrarily turned this into a discussion, despite much argument from me, and a freaking useless discussion at that, because no one frelling has active evil characters...
Zenith/Deviant
One of my evil chars that started out by doing the most badass thing I could imagine a normal person doing. He died, and then spend around 1000 years never giving up, fighting his way out of hell, as an undying spirit. (I assume one would learn quickly how not to feel pain, if you can't die, and it comes from all directions.) On his way ought, he slew a frelling huge 13 eye'd dragon, and carved out its soul. Thats how he aquired his Dragoon Spirit, which grants him an overwhelming amount of power that I've since scaled back on.
However, while he doesn't pack as much of a punch in direct combat any more, he can create little minions that eat things around them, and take on their properties to become stronger. This man can make an army and is easily strong enough to head it.
I rate him a double hero tagteam alone, that meaning it would take two of archy exies,most nutteristic good guys to take him out. More if he has a succificently sized minion army.
It should also be noted that without his Dragoon Spirit, he's still completely human. Highly skilled with a blade, and dangerous as all hell, but human.

Well, since I have no idea what the initial plan for this thread was, I can't really fault Choobs. If I got a better explanation that "A thread for evil characters", I'd prolly be better able to support one side or the other.
Going with the present discussion route, I typically don't like having "Evil-Evil" characters. I've got villains, yes, but it's all a matter of perspective. Blaise, Natalie, George, and the majority of the Summoner alliance (bar Helen and Hector's family) all will act immorally to achieve their goals, sometimes even acting in ways that are worse than typical villains.
What I try for, often, is for villainy to be a matter of perspective. If you look at it through the lense of the story as written, sure, they're a villain. But if you put yourself in the shoes of said evil, you find that the "good guys" start to look like oppressive monsters, trying to attack anything they don't understand.
Abatis is my one exception to that setup, an experimental character. He is indeed a pure villain, straight up, and has no regrets about it. But, because in my opinion, a character must be ambiguous in some manner or other to remain truly interesting, he instead plays within the framework of villainy. Every time he shows up, he keeps playing everybody present for various tidbits and pieces of info and favors that could come in handy in the future. I'm hoping to ameliorate the blandness of a purely evil guy by making it feel like he's working towards something, leaving readers to draw their own conclusion.
Finally, just to clarify: BASILISK IS NOT A VILLAIN, HE'S A PLOT EVENT. Sorry about the allcaps, but I get tired of seeing him listed as a possible villain. He's a combat-demon, and by his nature, just goes and finds heroes and tries to slaughter them. He'd never fit in a normal RP plot, even a villainous one.

Prime falls under Lee's classification of villainy. He acts out of self interesting, thinking in both the long and short term. If he needs to steal something to get shit done, he'll do it, easy. If he needs to kill, sure thing. Generally, however, his goals don't counter those of Cherrygrove. "I want, I am, I wish." Generally doesn't make him overly dangerous to the populace.
Perhaps in the future, I'll temp him with something that would cause him to act in an evil capacity. (Such as an immensely powerful sword that drinks blood to sustain itself, or a magical grimmore that consumes the souls of children.)

Ally/Agent Chaos - Her obsessive stalker love eventually caused her to go through a horrible break down and unfortunately it was George who picked up the pieces. She has given up trying to control her life and just given in to the chaotic state of the world. She relishes in the chaos left by murder and destruction. She no longer feels as though she is capable of love but she does feel that she owes a lot to George and will obey him without question.

I totes 'preciate the Tanner shoutout, Choobs.
As I mentioned in I think the Popularity Poll topic, Tanner's only been revealed to commit major crimes offscreen so far (I'm not counting stealing that couple hundred off the NPC as a major crime). He's a totally implied villain. I really need to get around to giving him the chance for some nasty work onscreen... I'm still trying to think of how that would work out in Shrinking.

The phrase you're looking for is "totes preesh" Potato.
And about Lee's characters. Probably because I haven't experienced them enough, but I never saw them as villains. I just saw them as antagonists.
I suppose my definition of a villian is the ability to do something on a grand scale. In which case, Mandelbrot and Cobra suddenly drop out as villains and become antagonists.

Edit: Hmm... Kilik was never shown to have any alignment really. He was so neutral it was unbelievable. Mostly, he was loyal to his friends so did what they did.

I got a few villains.
Karcharos is a patient hunter willing to manipulate things to achieve his desired goal. He's not above wanton violence though, but he prefers to take the ambiguous route.
Rain isn't a villain per se, but by his affiliation and loyalty to Karcharos, he becomes guilty by association.
Scar lives to destroy, that's all there is to it. He is fascinated with the frailty of the human body and loves to prove how weak people really are by tearing them apart.
I'm going to introduce a new character for Prime's Zenith thread, but I'm still hashing out the details.

Topic Necromancy powers go!
Villains are great things to have in all stories. But to me, it is a matter of how you really view the villain that really makes or breaks them.
Also please note, that unless stated other wise, these characters are from my own home brew DnD world.
My namesake:
Ericnox Shattersoul: this man has a messed up past and history. Ericnox was a paladin to a 'minor god' for a while. This ended with his fall from grace when he learned the divine powers he has been using for so long, are warped and twisted powers of a demon, who collects the souls he sent to the afterlife to consume them and break free of his prison.
Eric does what most sane people would do, and kill everyone of that religion as fast as possible and send them to another god. He now wonders the earth as a Black Guard, powered by the magic of the Goddess of Shadows in an attempt to redeem himself by shattering religions and cults that being used by lies.
The Church of Darkblade: It is rare to see something as vast as a church be considered evil, but the things they do are in the mindset of 'the ends justify the means.' Their leader, a human god named Alexander Darkblade, rose to power, and as his first act, marched on the High Elven capital city HIMSELF and burned it to the ground. Most of the worlds views this church, the largest church on the planet, as being dark and evil, but respects them for doing what they can to protect the world in their own way.

I don't have many villains, mostly due to the fact that every RP I've been in has been run by someone else. But I do have some rather nasty ones from stories that I've been in charge of...
Kurayami, King of the Shinzoh-Ryoh Demons = This uber fiend was the main villain for my sadly unfinished "Calling the Divine Dragons" story (which I think is one of the best works of RPing I've done on this site so far). I wanted a reason to use the Shinzoh-Ryoh demons in the story (originally called Shinzohzoku, since that was back in the days before I got a decent Japanese-to-English dictionary; were created for an Inuyasha fanfic I wrote), and felt like making him to be the most vile BAMF of 'em all (appropriate for a being so evil that only the Divine Dragons could whoop his ass). Technically, he is sort of how I picture the Devil to look like...
Higure, Creepy Elf-turned-Demon = Someone had to be the magical douchebag to set Kurayami free from his prison - and who better than an Elf who loves dark magic, hates his own kind, and thinks the Shinzoh-Ryoh are cool and Kurayami is awesome.
Shinzohkatta/Den Wuhai = When creating the character of Jiyuu Moeru, who erroneously thinks that Serpentei's family is responsible for the death of his parents and his 2 uncles, I needed some kind of slimy creep to be guiding him down the wrong path - unable to do his own dirty work for some reason and using poor Jiyuu to achieve his fiendish desires. Thus came about Den, the sadistic ex-Kihenshin Knight who's famous for slowly ripping out or stabbing the hearts of his victims... who messed with the wrong member of Serpentei's family (a warrior-sage named Chousen) and ended up being imprisoned inside of his own sword (Shinzohkatta, which literally means "Heart-cutter" in English).
Rozalka Swiftclaw = I won't say much about this creepy Torajin villainess, having yet to appear in "Mirror of Urakuni", but she's very close friends with Den and hiding her true identity/race, and you know that's mega bad stuff. I intend for her to be an equal force of evil w/ Den for the heroes to go up against...
